NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

REQUEST FOR RELEASE OF FUNDS

On or about July 18, 2026, TPCG will submit a request to the Louisiana Office of Community Development – Disaster Recovery (LOCD-DR) for the release of Resilient Communities Infrastructure Program (RCIP) funds through the Disaster Relief Supplemental Appropriations Act, 2022 (Pub.L.117-43, as mentioned); in Federal Docket No. FR-6303-N-01, to undertake a project known as the Facade Improvements Program, for the purpose of offering reimbursable funds to business owners within the defined program boundary to upgrade commercial corridors in Houma, Louisiana, to facilitate commercial revitalization, stimulate private investment, preserve and enhance the commercial corridors, and attract/better serve customers from the nearby communities by improving the visual aesthetics and access improvements of the current commercial building facades. The total funding for the project is $3,000,000.00 ($3,000,000.00 in Community Development Block Group – Disaster Recovery funds).

The activities proposed are Categorically Excluded under HUD regulations 24 CFR Part 58.35(a) from National Environmental Policy Act (NEPA) requirements, and subject to laws and authorities at §58.5. PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Parish President Jason Bergeron by emailing terrebonneenvironmental@westwoodps.com. All comments received by July 17, 2026, will be considered by TPCG prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

TPCG certifies to LOCD-DR that Jason W. Bergeron, in his capacity as Parish President, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. LOCD-DR’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Terrebonne Parish to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

LOCD-DR will accept objections to its release of fund and TPCG’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of TPCG; (b) TPCG has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by LOCD-DR; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to LOCD-DR Attn: Gina Campo at 617 N.
